CAN WE DECLARE WAR ON POVERTY and ILLITERACY?

It was reported today that the level of proverty in Louisiana's State capital, exceeds that of New Orleans! A Census indicated 55,469 people live below the poverty line in Baton Rouge. In New Orleans , the figure was somehwat lower at 47,487.*
And
It was also reported that 40% of adults living in New Orleans , lack the literacy skills to comprehend a basic government form!**
