A Real Fish Story

FEMA is refusing to pick up the cost of restocking New Orleans' aquarium because of how the new fish were obtained: straight from the sea!
FEMA would have been willing to pay more than $600,000 for fish if they had been bought from commercial suppliers. Aquarium staffers caught the fish in the Gulf of Mexico, the Florida Keys and Bahamas for less than $100,000.!*
Stories like these make me think that common sense is a lost art.

They need to shut down FEMA and start over from scratch. But I fear, even if they did start from scratch, the new entity would be just as corrupt and brainless.
